If you are not hosting, make sure the host has his rules configured correctly. Also, there are websites that can tell you if the port is open. There are many videos, and tutorials for each of these steps online that a google search will help you find. (better idea to just have one firewall, as two can create some issues). Make sure that if you have another firewall, it is either turned off, or the rules are configured correctly for it as well. My particular issue was that my antivirus is running a firewall of its own as well. Once that is setup, configure your firewall rules to allow the port number(I believe 7777 is the default) to run on TCP(some also suggest allowing UDP,however that could present potential security risks). If you are hosting the server yourself, make sure that you have the ports forwarded on your router correctly. I have determined what my particular issue was with the multiplayer. I do think there was a bug that has since cleared up.
